NPC deputies call for national legislation to ban phosphorus

China faces a significant challenge with the massive use of detergents, which has led to severe eutrophication in many water bodies. A major contributor is sodium tripolyphosphate, a soluble phosphorus compound commonly found in detergents that can be easily absorbed by algae and other aquatic organisms, accelerating water pollution. At recent national conferences, Yang Zhen, president of Nanjing University of Posts and Telecommunications, called for urgent legislative action to ban phosphorus in detergents. Yang Zhen pointed out that although China has been advocating for a phosphorus ban for over a decade, the implementation has lacked strength. Some detergent manufacturers continue to oppose a full ban, citing concerns about industry development, while some local governments have not prioritized this issue. To address this, he emphasized the need for national legislation to strictly prohibit the production, sale, and use of phosphorus-containing detergents. He suggested a one- or two-year transition period, but stressed that in key regions and river basins, the sale and use of such products must be completely banned before a nationwide prohibition takes effect. In addition to legal measures, Yang proposed using economic incentives to encourage consumers to switch to phosphate-free detergents. He also recommended revising detergent standards, urging domestic and foreign companies to fully transition to producing phosphate-free products. Furthermore, he suggested that all detergents should clearly label their phosphorus content. Government agencies at all levels should enforce the ban rigorously, conduct strict inspections to prevent phosphorus-containing detergents from entering the market, and prohibit industrial and medical facilities from using such products. These steps, he argued, are essential to protecting water resources and ensuring long-term environmental sustainability.
