Petroleum and chemical lead five major energy projects

The Information Office of the State Council issued a white paper on "China's Energy Status and Policies" on the 26th. This is the first time that the Chinese government has released the first comprehensive document on China's energy policy. According to the deployment of the White Paper, China will rely on technological advances in the energy sector to create five strategically significant energy projects.

The relevant person in charge of the National Development and Reform Commission revealed to reporters that the White Paper was relevant. At the end of the "11th Five-Year Plan," China will focus on building five major energy projects. The first is the energy base construction project, in particular the acceleration of the construction of oil and gas bases, and the strengthening of the exploration and development of major petroleum-bearing basins such as Bohai Bay, Songliao, Tarim, and Ordos, as well as active exploration of new terrestrial regions, new areas, new strata, and key sea areas. Exploration, effectively increase the recoverable reserves. We will dig deeper into the development potential of major oil-producing areas, strengthen the stabilization of production, improve oil recovery, and postpone production declines in old oil fields. Under the economically reasonable conditions, we will actively develop unconventional energy sources such as coalbed methane, oil shale and oil sands. Foreign investors are encouraged to participate in the cooperation in the areas of oil and natural gas risk exploration, low-permeability oil and gas fields, and enhancement of the recovery of old oil fields. The second is the energy storage and transportation project. The requirement for the petroleum industry is to continue accelerating the construction of oil and gas pipeline networks and supporting facilities, and gradually improve the national oil and gas pipeline network. Foreign investors are encouraged to invest in the construction and operation of oil and gas pipelines, oil and gas reservoirs and special terminals. The third is the petroleum alternative project. That is, accelerating the development of coal-based, biomass-based liquid fuels and coal chemical technology, and making overall planning and orderly construction of key demonstration projects. The fourth is the renewable energy industrialization project. We will focus on the development of renewable energy sources such as wind power generation, biomass power generation, biomass fuel, and solar energy utilization, which have large potential for resources and mature technologies. Fifth, the new rural energy project. We will vigorously develop renewable energy sources such as wind power, biomass energy and solar energy that are suitable for villages and towns and farmers.

The white paper stresses that China will pursue energy policies with low exploitation, low consumption, low emissions, and high utilization. It is necessary to focus on promoting clean coal technology, exploration and development of complex geological oil and gas resources, and high-efficiency development technologies for low-grade oil and gas resources. Priority should be given to the development of large-scale renewable energy technologies, encourage the development of alternative energy technologies, encourage the development of large-scale coal chemical plants, and develop coal-based equipment. Liquefied and gasified, coal-to-olefins, large coal chemical and other complete sets of equipment. At the same time, it will strengthen research on cutting-edge technologies and focus on the development of cutting-edge technologies such as hydrogen energy and fuel cells, distributed energy supply systems, and natural gas hydrates.
