The State Accelerates the Improvement of Equipment Manufacturing

The reporter learned from the national meeting on the adoption of international standards on December 19 that in 2008 the National Standards Committee will vigorously upgrade the level of traditional industry standards and accelerate the improvement of the standards system in traditional fields such as equipment manufacturing, iron and steel, non-ferrous metals, chemicals, textile, and building materials. Improve the standard of technology.

The “State Council’s Opinions on Accelerating the Revitalization of the Equipment Manufacturing Industry” proposes that we must give full play to the role of standardization in the revitalization of the equipment manufacturing industry, raise the level of national standards, industry standards, and corporate standards, and improve the standard system of China’s equipment manufacturing industry. Equipment products participate in international competition to create conditions. To this end, during the “Eleventh Five-Year Plan” period, the standardization of the machinery industry should gradually improve the market mechanism, accelerate the pace of system revision, change the lags in standards and the status of “extended service”, and establish a machinery that is in line with international standards, has a prominent focus, and has a reasonable structure and adapts to the market. Industrial standard system. Among them, the adoption rate of the chemical equipment industry should be increased from 48.6% at the end of 2005 to 55%.

In recent years, the standardization work of the machinery industry has made great progress, but the speed of the standard system revision still cannot keep up with the rapid development of the industry. The problems of aging and lagging standards have not yet been fundamentally resolved. Taking the standardization of the chemical equipment industry as an example, at present, China has basically formed a system. By the end of 2005, there were 390 standards in the entire industry, including 27 national standards and 363 industrial standards, and the adoption rate was 48.6%. At the same time, the standards and revisions lag behind, with low standard levels, long ageing, and poor timeliness. The standard structure and content are unreasonable. They emphasize production technology and material requirements in the production process, neglecting the delivery acceptance conditions and safety performance. Use of performance and product reliability requirements; the standard system is not perfect, the coverage of the entire industry is low, supporting the poor; the adoption rate is still low, and is not yet in line with foreign advanced standards; standard implementation status is poor, standardization agencies and manufacturers of standards The revision and implementation of the system do not pay attention.

To this end, relevant experts believe that the standardization and revision work of the chemical equipment industry during the “Eleventh Five-Year Plan” period should focus on new products and new technology standards, standards related to environmental protection and safety requirements, basic supporting standards, and product standards that are urgently needed for market trade, etc. Strive to achieve 55% of the industry's adoption rate in 2010, and control the age within 15 years.

It is understood that as of the end of 2007, the chemical equipment industry has a total of 417 standards, including 27 national standards and 390 industry standards, and the adoption rate has reached about 50%.
