The Energy Development Bureau under the National Development and Reform Commission, in collaboration with the Investment Department, has recently initiated a feasibility study focused on heating upgrades for existing power generation units across major cities in China. This initiative has been entrusted to two leading consulting firms: China International Engineering Consulting Company and China Electric Power Engineering Consulting Group Co., Ltd. The final feasibility report is expected to be completed by the end of this month.
According to reports, the study primarily targets large cities and surrounding areas where coal-fired power plants are located within a 15-kilometer radius of major urban centers with significant industrial and heating demands. The main objective is to retrofit existing coal-fired power units with a capacity of 135,000 kW or more, replacing outdated and smaller units with high-parameter, large-capacity heating units. This effort aims to promote the implementation of centralized urban heating systems, improving energy efficiency and reducing environmental impact.
The research will involve several major state-owned energy companies, including Huaneng, Datang, Huadian, Guodian, China Power Investment Corporation, and Shenhua Group. These entities play a crucial role in China's energy sector, and their participation underscores the importance of this project in supporting sustainable urban development and energy transition. The findings of the feasibility study are expected to guide future policy decisions and investments in heating reform initiatives nationwide.
