I will implement a licensing system for precursor chemicals business

Since September 1st this year, the management of exports involving 58 precursor chemicals has been strictly regulated. These regulations cover the entire lifecycle of precursor chemicals, including their production, management, purchase, transportation, import, and export. The main objective is to prevent the misuse of these substances for illicit drug manufacturing. Starting November 1, 2005, the newly implemented "Precursor Chemicals Management Regulations" will require a licensing system for all activities related to the production, management, purchase, and transport of precursor chemicals. According to the "Regulations on the Administration of Precursor Chemicals," which was approved at the 102nd executive meeting of the State Council on August 17, precursor chemicals are categorized into three groups. The first category consists of key raw materials that can be used in drug production, such as pepper aldehyde, with a total of 12 listed chemicals. The second and third categories include chemical compounds that can be used in the production of illicit substances. For example, phenylacetic acid, acetic anhydride, chloroform, ethyl ether, and piperidine fall under the second category, while toluene, acetone, methyl ethyl ketone, potassium permanganate, sulfuric acid, and hydrochloric acid belong to the third. Under the regulations, applications for the production of first-category precursor chemicals must be reviewed and approved by the State Council's food and drug administration department. For non-pharmaceutical use of first-category precursor chemicals, approval from provincial, autonomous region, or municipal safety supervision departments is required. The "Regulations" explicitly prohibit smuggling, illegal production, trade, transfer, and transportation of precursor chemicals. It also bans cash or barter transactions involving these substances. All entities involved in the production, management, purchase, transport, import, or export of precursor chemicals must establish internal management systems to ensure compliance. Furthermore, the regulations emphasize strict enforcement against unauthorized operations, unregistered activities, and the fraudulent use of production materials to obtain licenses. Violators will face severe legal consequences, including penalties and potential criminal charges. This comprehensive approach aims to strengthen control over precursor chemicals and reduce their availability for illegal purposes.
