Shandong to implement carbon black tire energy consumption standards

In January 2008, Shandong Province introduced a mandatory energy consumption standard for carbon black and tire production, marking the first such regulation in the region. This initiative set a precedent as the first local energy efficiency benchmark for the carbon black industry and the initial energy consumption limit for industrial enterprises or products in Shandong. According to Zhang Hongmin, secretary general of the Shandong Rubber Industry Association, approximately 70% of carbon black companies in the province have met these standards through energy-saving measures. The new energy consumption limit for unit products will be implemented in three stages: in 2008, 2010, and 2012, with each phase lasting two years. The policy aims to regulate high-energy industries from the source by incorporating energy consumption assessments into project evaluations alongside safety and environmental reviews. Some ongoing new projects already use this standard as a reference point for their energy planning. The specific energy consumption limits under the standard are as follows: In 2008, the energy consumption per ton of carbon black was capped at 2,495 kg of standard coal for raw material oil, 213 kg for other energy sources, and a total of 2,708 kg. By 2010, the limits were reduced to 2,395 kg for raw material oil, 205 kg for other energy, and 2,600 kg overall. In 2012, the limits further dropped to 2,307 kg for raw material oil, 185 kg for other energy, and 2,492 kg for comprehensive energy. For tires, the energy consumption limit was set at 1,290 kg of standard coal per ton of rubber in 2008, 1,135 kg in 2010, and 1,032 kg in 2012. However, the standard has sparked debate within the industry due to the dual nature of carbon black's main raw material, which is both a feedstock and a fuel. Some stakeholders argue that the raw material oil should not be counted as energy consumption since it serves as a raw material rather than an energy source. Nevertheless, the drafting authorities and experts maintain that all materials used in the production process should be considered part of the total energy consumption when evaluating energy efficiency. This approach reflects a broader effort to control resource usage and promote sustainable industrial development.
