Shandong to implement carbon black tire energy consumption standards

In January 2008, Shandong Province introduced its first set of mandatory energy consumption standards for industrial enterprises, specifically targeting the carbon black and tire industries. This marked a significant step in regulating energy use at the provincial level. According to Zhang Hongmin, the secretary-general of the Shandong Rubber Industry Association, approximately 70% of carbon black companies in the region had already met the new energy-saving requirements by that time. The standard was implemented in three phases—2008, 2010, and 2012—with two-year intervals between each stage. It is expected that future new projects in Shandong will not only undergo safety and environmental assessments but also energy consumption evaluations. This approach aims to curb the excessive growth of high-energy-consuming industries from the outset. Some ongoing project evaluations have already used this standard as a reference point. The specific energy consumption limits are as follows: For carbon black in 2008, the raw material oil consumption was capped at 2,495 kg of standard coal per ton, other energy consumption at 213 kg, and total energy consumption at 2,708 kg. By 2010, these figures were reduced to 2,395 kg, 205 kg, and 2,600 kg respectively. In 2012, the limits further dropped to 2,307.5 kg, 185 kg, and 2,492 kg. For tires, the energy consumption limit for rubber was set at 1,290 kg in 2008, 1,135 kg in 2010, and 1,032 kg in 2012. However, the standard has sparked debate within the industry. The main raw material for carbon black, oil, is seen by some as both a raw material and a fuel, leading to disputes over whether it should be classified as energy. Critics argue that since it's primarily used as a feedstock, it shouldn't be counted as energy consumption. On the other hand, the officials and experts who drafted the standard emphasize that controlling overall energy use is crucial, and thus, the raw materials are considered part of the energy footprint. This perspective reflects a broader effort to promote sustainability and efficiency across key industrial sectors.
