Since the beginning of last year, the Chinese government has been pushing for a "sweeping spell" on the export of plastic products. If the industry continues to rely on low-value exports, trade tensions will likely increase, squeezing profit margins and limiting growth opportunities.
Thirdly, the policy seeks to narrow the development gap between eastern and western regions. Processing trade offers tax advantages, which have driven rapid economic growth in the east. However, the region is now facing environmental and resource constraints. Meanwhile, the central and western regions have untapped potential. Encouraging enterprises to relocate there can help balance regional development and make better use of available resources.
Lastly, the regulation aims to promote more efficient resource allocation. The plastics industry is energy-intensive, particularly in terms of electricity usage. By restricting exports and guiding industries toward more sustainable practices, the government hopes to better utilize the energy resources in the west and support balanced national development.
